HINJ Recognition Awards

2019 Honorable Bob Franks Public Service Award

Joan Quigley

On Nov. 12, HINJ presented the 2019 Honorable Bob Franks Public Service Award to Joan Quigley, President/CEO of North Hudson Community Action Corporation (NHCAC). The award is given in memory of the late former Congressman Bob Franks, who dedicated his career to the concept of building consensus in public service. Franks served as HINJ President and CEO from 2001 until his death in 2010.

Quigley was honored for her 45 years of public service, principally her dedicated leadership of NHCAC, which is one of New Jersey’s leading Federally Qualified Health Centers. She also was recognized by HINJ for serving 18 years in the New Jersey General Assembly. Quigley received an engraved plaque from HINJ Board of Trustees Chair Alex Kelly and HINJ President and CEO Dean J. Paranicas during a NHCAC Board of Directors meeting in Secaucus.

Previous recipients of HINJ’s Honorable Bob Franks Public Service Award include former Sen. Diane Allen, Assemblyman Dr. Herb Conaway Jr., former Rep. Rush Holt, former Gov. Thomas H. Kean, former Rep. Leonard Lance and the late Sen. Frank R. Lautenberg.
